In 1989, commissioning companies in the petrochemical industry started to develop a safety standard for contractors. This standard, the VCA (Health, Safety and Environment Checklist Contractors), has now grown to become a general and internationally applied standard for Health, Safety and Environmental Management Systems of commissioning companies. Given the nature of the work and the policy of the organisation, Bijlsma Hijs- and Heftechniek chose VCA** certification, the highest level of certification. In addition, all the operational employees of Bijlsma Hijs and Heftechniek and their direct managers have the Safety Passport. The passport is a personal document containing all relevant security training and professional competencies. It is also a practical and effective means of verifying that the holder complies with the requirements.
According to the law, the employer has duty of care and responsibility with regard to the suitability and permanent safety of work equipment provided. However, legislation that specifies exactly what is expected of companies when it comes to inspection and examination of hoisting and lifting equipment is limited. In 1993, this restriction was the reason for the establishment of the sector association EKH (Acknowledged Certification Hoisting and Lifting equipment). By means of extensive working instructions and inspection schedules based on standards from the Machinery Directive, the Working Conditions Act, NEN, DIN etc., the EKH provides a practical and clear interpretation of current legislation and regulations. This clarity has been the reason for Bijlsma Hijs- and Heftechniek to carry out their inspections and examinations, both above and below the hook, in accordance with the EKH principles and thus to support clients in complying with the legal obligations.
The NEN-EN 1090 is the harmonised European standard, which applies to bearing steel and aluminum construction works. Constructions such as buildings, bridges but also crane and hoisting structures are legally obliged to be made according to this standard from July 2014 onwards. The EN 1090 standard has been published because constructive construction products CE should be marked from 1 July 2014, in addition, a declaration of conformity (Declaration of performance) must be issued.
The EN 1090 norm has consequences for manufacturers of steel and aluminium construction parts for construction. This standard makes an end to separate rules per country for the manufacture and trading of steel and aluminium constructions.
